MA-13854 Align Car2 same behavior for the modules and services

Due Car2 force to set vendor.rpmsg.can.register property
as 1 in the mk file, the setup_core service will start before
UI ready. This will make system boot slow.
Use sys.boot_completed to trigger setup_core services in car2
to delay Zygote32 and wlan.ko loading.
