MA-12657 OTA: selinux: grant update_engine to access dtbo_block_device

Fix below selinux error:
avc: denied { open read write } for pid=2958 comm="update_engine" name="mmcblk1p1"
dev="tmpfs" ino=8227 scont ext=u:r:update_engine:s0 tcontext=u:object_r:block_device:s0 tclass=blk_file
