MA-15826 imx8mq: Regression in performance on all benchmarks
Set the max cpu frequency as 1.5GHZ to avoid performace regression
after enabling power hal 1.3.
Test: Boot and cat cpu frequency on consumer(max freq 1.5GHZ) and
industrial(max freq 1.3GHZ) soc.
