Revert "MA-15013 VTS DeviceManifestTest.NoDeprecatedHalsOnManifest fail"

This reverts commit 9ead3dc9151c084fd77f26f05fb07ac76fa1f418.

If DRM not supported, this patch will include build error as below:
Not compatible: HALs incompatible. Matrix level = 3. Manifest level = 3. The following requirements are not met:
android.hardware.drm:
    required: (@1.1::ICryptoFactory/.* AND @1.1::IDrmFactory/.*)
    provided:
        @1.0::ICryptoFactory/default
        @1.0::IDrmFactory/default
