MA-15404 remove the rule with an type removed by Google
This patch remove the rules with the type of "mediaextractor_update_service",
since this type is removed by Google in the repository of "system/sepolicy"
with below patch

Remove unneeded permissions
Media component update service is removed, so selinux
permissions for it are no longer needed.
