MA-15872 Update networkstack release keys
Some preinstalled networkstack apps should be signed
with release keys or below cts case will fail:
android.security.cts.PackageSignatureTest#testPackageSignatures
Update networkstack release keys because the "old" keys
are same with test keys in "build/target/product/security".
Test: run cts -m CtsSecurityTestCases -t
android.security.cts.PackageSignatureTest#testPackageSignatures
