MA-14786 Add sepolicy property for statsd
statsd is not supported for low memory devices, add sepolicy property
for ro.statsd.enable or set this property will fail.
This will fix cts case fail:
android.cts.statsd.atom.ProcStateAtomTests#testTopSleeping
Test: android.cts.statsd.atom.ProcStateAtomTests#testTopSleeping pass on
imx6sx_sabresd.
