bus: fsl-mc: Extend ICID size from 16bit to 32bit

Extend the ICID from 16-bit to 32-bit.
Primary reason for this is enabling DPAA2 drivers
in Virtual Machine where device-id range is defined
for DPAA2 devices is 0x10000-0x20000.
