ARM: dts: imx7-pba-c-09: update wdog property to fix reboot issue

The devicetree binding required for the i.MX7 to use the external
WDOG_B reset signal for reboot was modified from v4.1 to v4.9.

Note that external reset is necessary on the i.MX7 processor due to
2N09P silicon errata e10574.
