MA-12528 update first_api_level to pass VtsKernelConfig

Met below error when run VtsKernelConfig:
Detected kernel version is not one of [[3, 18, 0], [4, 4, 0], [4, 9, 0]]

Only if first_api_level > 27, will the module check 4.14
kernel config compatibility.
