MA-12662 OTA: let otapackage depend on vbmeta image

When generate otapackage, build system will re-build
vbmeta.img, system.img and so on, but it doesn't build
vbmeta-imx.img. So the hash info stored in vbmeta-imx.img
is not aligned with other image.
