MA-15334-3 [mek_8q] compile uboot with trusty and related service

two uboot targets are added, the two corresponding defconfig files have
trusty related CONFIG items in it.

the makefile rules is also changed to handle different conditions of
whether trusty is enabled.

trusty related service binary file compilation moved from mek_8q_car.mk
to mek_8q.mk. change the rc file to control the start of these services.

flash scripta are modified, "-tos" is now not only for 8mm_evk and
8mn_evk.
