MA-13961-2 Add selinux for rfkill sys node property in auto
add selinux to allow bluetooth hal to set the property
to trigger init.rc to change bluetooth rfkill sys node
property for car build.
the denied selinux is:
denied { set } for property=vendor.bluetooth.rfkill_initialized
scontext=u:r:hal_bluetooth_default:s0 tcontext=u:object_r:
public_vendor_default_prop:s0 tclass=property_service permissive=0
