MA-12566-2 Enable usb rndis function using usb gadget hidl
Add sepolicy for usb hidl dir operations.
The avc denied items like below:
denied { create } for name="rndis.gs4" scontext=u:r:
hal_usb_impl:s0 tcontext=u:object_r:configfs:s0 tclass=dir
