usb: dwc3: fix am437x role-swap during system suspend

Fix the following case for am437x dual-role port.
-plug host adapter and storage device to dual role port
-suspend system
-remove host adapter
-resume system
-plug via peripheral cable to PC host

The host connector detach is not detected and
DUT doesn't enumerate on PC host.
