net: ti: ti_prueth: Fix depends on symbol for TI_PRUETH
TI_PRUETH depends on CONFIG_NET_SWITCHDEV. CONFIG is redundant in the
condition. Because of this PRUETH is not being selected. Fix it by
dropping the prefix in the config symbol.
