ti_config_fragments/baseport.cfg: Fix reset controller Kconfigs
Commit 88b367658830 ("ti_config_fragments/baseport.cfg: Add baseport
config fragment file") has copied over the contents from 4.4 kernel,
but the Keystone reset controller Kconfig names have changed since
then and are not being enabled as a result on 4.9 kernel. Fix these
to enable both the ti-sci-reset and ti-syscon-reset drivers properly.
