Documentation: dt: net: netcp: pa: Add DT bindings for NetCP PA device

NetCP Packet Accelerator (PA) device is a netcp module which is plugged
into the netcp core to provide Acceleration support for networking such
as checksum offload support at various layers (L2, IP / TCP/UDP). PA is
also used for Timestamping, to add LUT rules for packet classification
etc. This patch adds a DT binding documentation for NetCP PA device to
support Packet Accelerator h/w (PA and PA2) available on K2 SoCs.
