ti_config_fragments/connectivity.cfg: Enable rotary encoder

AM335x-ICE and K2G-ICE boards have  rotary encoder connected over
PCA9536 I2C based GPIO expander. Therefore enable gpio decoder input
driver to read rotary encoder state.
