media: i2c: mt9m111: set fixed pixel clk value

This allows an oscillator or fixed output clock to be
used at the rate specified in dts for the entry
	mt9m111,fixed-clock = <27000000>;

Defaults to 27 MHz if the passed value is invalid
	i.e. not between 27000000 and 54000000.
