prueth: remove NETIF_F_HW_L2FW_DOFFLOAD requirement for PRP

For PRP offload, there is no need to have NETIF_F_HW_L2FW_DOFFLOAD.
So remove this requirement from the Ethernet device driver for
PRP mode.
