AM57TLY-176 meta-phytec-ti: recipes-bsp: u-boot-phytec.inc: modify build tasks

This replaces TI's u-boot-ti.inc in the u-boot-phytec recipe.

Install and deploy tasks need to handle multiple config files/builds
in parallel and previous u-boot-ti.inc added steps for UART images
but it was limited since it only handles a single UBOOT_MACHINE config.
