SMETAPHY-25 meta-phytec-fsl: conf: update build configuration files

- Update supported Ubuntu version to 18.04

- Change the target machine to the i.MX8X PhyCORE Kit

- Change distro to supported version for i.MX8 series

- Remove meta-java layer to avoid breaking future builds

- Reorder meta-freescale and meta-fsl-bsp-release so
  bbclasses and machine files of latter is found first

- Point to the correct EULA.txt file

- Set LAYERSERIES_COMPAT to "sumo"
