Merge branch '2019-11-12-migrate-SYS_REDUNDAND_ENVIRONMENT' - Migrate the symbol CONFIG_SYS_REDUNDAND_ENVIRONMENT to Kconfig. This is size neutral outside of two platforms with latent bugs being fixed now and they no longer have "ENV_IS_NOWHERE" set along with their intended location.
