imx8qxp: add support for phyCORE-i.MX 8X

Based on NXP's i.MX8X MEK support in their v5.4.24_2.1.0 release

Additionally, adds support for:
- eMMC, user LED, and some low-level functions in
  board/phytec/pcm065/pcm065.c
- loading device tree overlays in defconfig and include/configs/pcm065.h
- inverting polarity of ETH0 LEDs

The following fixups from Steve Schefter have also been included:
- SUBOOT-77: configs: pcm065_defconfig: Fix environment location
- SUBOOT-77: configs: pcm065_fspi_defconfig: add a PCM065 config for FlexSPI
- SUBOOT-77: arm: dts: phytec-imx8qxp-pcm065: Add support for PCM065 SPI NOR
