PCI: endpoint: Add pci_epc_linkup API
Add pci_epc_linkup API in pci-epc-core and invoke it from
pcie-designware-ep to make it look similar to the following
upstream commits.
commit 5e8cb4033807e3 ("PCI: endpoint: Add EP core layer to
enable EP controller and EP functions") and
commit f8aed6ec624fb4 ("PCI: dwc: designware: Add EP mode
support").
