[PDK-2057][RADAR] Added support for Multiple D3 Satellite Radar

- Add Pin Mux configuration on TDA3 RVP for Radar Host INT from
  each radar.
- Update UB960 configurations to enable back channel and GPIO on
  all 4 ports.
- Add option to select back channel frequency.
- Fix the initialization of board id.
